Graham Cowley

Graham Cowley has significant and diverse Board-level experience, joining Atlas as a non-executive in 2022 and appointed chair in February 2025. A Chartered Engineer and Member of the Institution of Civil Engineers, he spent most of his professional life working between the public and private sectors.

Graham is the former independent chair of Blackpool Opportunity Area Partnership, a nationally-funded project to improve school inclusion, literacy and connecting young people with the world of work, for which he was awarded an OBE in the 2022. He now works with Blackpool Pride of Place, the business-led partnership where building skills and education continue to be a major priority.
